Yes, and more of it than a wood fence. Vinyl posts are hollow, so they rely entirely on the concrete for stiffness, and most manufacturers want the concrete brought up inside the post as well as around it. Follow the maker's instructions here — doing it your own way is the usual reason a vinyl warranty is refused.
Almost always post spacing. Vinyl rails are sized for an exact span — usually 6 or 8 ft depending on the system — and even a few inches over that lets the rail bow. Vinyl also expands in heat, so rails must be able to move in the post routs rather than being pinned tight.
On a gentle grade, yes, by stepping the panels down so each one stays level. Racked vinyl is possible only with systems specifically sold as rackable, because a standard routed post will not accept a rail at an angle. On a steep slope a stepped vinyl fence leaves triangular gaps at the bottom of each panel.
Enough that it has to be allowed for. A long vinyl rail can grow a noticeable fraction of an inch between a cold morning and a hot afternoon, which is why rails sit loose in the post routs and why panels should never be forced tight between posts.
Twenty to thirty years is typical, and the failure mode is usually not the vinyl. It is a post that was set in too little concrete, or a panel cracked by an impact in cold weather. Vinyl gets brittle below freezing, so a mower or a ball that would dent wood can crack it.
